He asked that the Board consider the possibility of placing funds in CDs in order to maximize the rate of return to the Board between the receipt of funds and their disbursement on easements. He envisaged a possible $1.5 million one-year CD that could be renewed annually, with the balance in 90-day “laddered” CDs except funds the Board needs for operating expenses. He requested that the Board authorize him to conduct an investigation of rates and possibilities. There was discussion concerning the degree of liquidity and/or access to funds needed by the Board. Joe Funkhouser moved, seconded by Peter Fricke, that the Treasurer’s proposal be placed on the agenda for the next Board meeting for a full discussion of effective use of the Board’s funds. The motion passed unanimously.

Review of Applications received in the March cycle: The President thanked Ms. Boles for preparing all the applications, and doing a preliminary ranking based on the criteria in the Board’s program. He asked the Board to review the rankings. After Board discussion of all the applications, Jane Peters moved, seconded by Peter Fricke, that the Board approve the rankings based on the Board’s published criteria. The motion passed unanimously. The applications were ranked as follows, from highest score to lowest: Property Q, Property R3, Property R1, Property P, Property O, Property R2, Property S and Property T.

It was noted that all the properties’ applications, except S and T, were applications that the Board would forward to the NRCS for possible matching funds if the Board accepted them. Properties S and T were farms for which American Battlefield Preservation Program funds were currently available for matching purposes.

The Board agreed to consider Properties S and T separately from the other applications. It was noted that the cost to the Board of acquiring conservation easements to these two properties would be approximately $150,000 for 60 acres or $2,500/acre. After some discussion, Jane Peters moved, seconded by Peter Fricke, that the Board accept the applications for conservation easements by the Owners of Properties S and T, given that matching funds are currently available from the American Battlefield Preservation Program, and that the co-holder of record will be the Land Trust of the Eastern Panhandle. The motion passed unanimously.

The Board considered the applications from the Owners of Properties Q, R3, R1, P, O, and R2 for submission to the NRCS for matching funds under the Farmland and Rangeland Protection Program. It was noted that the NRCS had allocated $1.9 million to West Virginia Farmland Protection, and intended funding, if they met NRCS criteria, at least the top-ranked application submitted by each county FPB. The applications received by the Board totaled 567 acres and the owners requested $5,530,200 as a fair price for their conservation easements (the Board’s matching share would be $2,765,100).
